This is how we had 18 baptisms in 22 months when Ted was the WMldr. We worked with the Mission Presidents and consultants would go with the missionaries on appts. Consultants would help them create a tree (new or less active works too), then by the time they were baptized, (or reactivated), they had a friend to go to the temple with them and about 200 names to last them a whole year of activity until they could receive the next step.
